Meet the Speaker 

Simon Cleobury leads the Arms Control & Disarmament programme at the Geneva Centre for Security Policy (GCSP). From 2017 to 2023 he served as the United Kingdom’s Deputy Permanent Representative to the Conference on Disarmament, helping shape policy on nuclear, conventional and emerging‑technology arms control.

Previously, Simon was posted to the UK Mission to the United Nations in New York, focusing on Security Council and peace‑building issues. He began his career as a corporate lawyer at  Baker McKenzie.

He holds a B.A. in Modern History (University College London, UCL), an M.St. in Historical Research (University of Oxford), and a postgraduate diploma in Law (BPP Law School, London). A linguist and keen chorister (Holy Trinity Church), Simon blends analytical rigour with cultural flair in the art (and practice) of diplomacy.
